The Federation of Municipalities will begin a round of contacts with the parliamentary groups and will request an appearance in the Regional Assembly to “seek consensus among all” in the approval of this Law.
The president of the Federation of Municipalities, Joaquín Hernández, held a meeting this morning with the president of the Autonomous Community, Fernando López Miras, at the Palacio de San Esteban, in which he conveyed to him the main concerns of the local administrations in the Region of Murcia. Thus, he expressed the need to have a Law on Local Financing through which the municipalities would be assigned a 4% share in taxes and which would guarantee “the criteria of equality, solidarity and justice” between the municipalities.
“We understand that the time has come to obtain the commitment of the Autonomous Community and the president so that the Law becomes a reality. From the FMRM we are going to start a round of contacts with all the parliamentary groups and we are also going to request the appearance in the Regional Assembly because we want this to be born from the consensus and agreement of all, and counting on the 45 municipalities.”
Hernández stressed that the local councils are making a very important effort to provide services that are not the responsibility of the local administration and that do not receive the necessary funding to maintain them. Currently, the Autonomous Community is only subsidising 30% of the cost of these services, which amount to a total of approximately 190 million euros, while the municipal coffers are bearing the brunt of the cost, some 140 million.
For his part, López Miras has promised to study this possibility and bring it to parliamentary debate.
The FMRM president has also proposed to the head of the Regional Executive that the collaboration agreement between both institutions be renewed and updated in order to recognise the competences of each organisation and establish collaboration processes between them through the principles of loyalty and institutional recognition.
