With the same enthusiasm as always, and with updated tools, FMRM is launching its 2026 Continuing Education program for local employees. This year, the plan includes a particularly significant new feature: the completely redesigned AulaFMRM training platform, offering a modern, intuitive, and accessible learning experience.
The new training catalog offers a wide range of courses organized into thirteen thematic areas , covering topics from urban planning and social welfare to public administration and citizen security. Among the highlights this year are courses related to Artificial Intelligence applied to the workplace , with titles such as ChatGPT, Gemini and other Artificial Intelligences , and Artificial Intelligence in Office Automation , designed to enable public employees to incorporate these tools into their daily work in a practical and secure way.
Alongside this, the plan further strengthens legal and procedural training , one of the historical pillars of our offering, with courses aimed at responding to the real needs of municipal departments in regulatory and administrative management matters.

The Federation of Municipalities is working on the development of its new Virtual Classroom for the Continuing Education of public employees, a renewed training platform that will soon be available to all employees of the local administration of the Region of Murcia.
Since 1995, the FMRM has continuously developed ongoing training programs for municipal staff in our region, establishing itself as a leader in the professional development of local public employees. Over these thirty years, the training has constantly evolved, adapting to the changing needs of the administration and embracing online learning as a fundamental tool for accessing knowledge.
The current virtual classroom, operational since 2010, has more than fulfilled its mission, serving over 30.000 public employees from various public administrations in our Region for more than a decade. However, technological advancements and new training demands necessitate a thorough platform overhaul to meet the FMRM's commitment to the quality of its training programs.
The new platform, which will operate under the address aulafmrm.es (not yet operational), is being developed with the latest version of Moodle and has been designed to offer a more modern, accessible and intuitive user experience, with a clearer course structure and improved navigation.
Our goal is to have the new Virtual Classroom operational in the first days of May, and we do so with the conviction that it will represent a significant improvement for all users who trust FMRM for their training experience and professional development.
We want to thank everyone who has supported this project over the years for their patience and loyalty, and to let you know that this new and improved space is born from our desire to continue growing together. The CAE system will mobilize more than 24 million euros in the Region of Murcia
The Federation of Municipalities of the Region of Murcia, in collaboration with the Ministry of Environment, Universities, Research and Mar Menor, through the General Directorate of Industry, Energy and Mines, held an information day today aimed at public administrations with the objective of bringing the operation of the Energy Saving Certificates (CAE) system and its opportunities for municipalities closer.
This instrument allows public entities not only to reduce their energy consumption, but also to obtain an economic return on investments made in efficiency, turning energy savings into a monetizable asset.
During the opening of the conference, Antonio Moreno, representative of the Federation of Municipalities, emphasized the importance of providing municipalities with tools that allow them to optimize their resources. “Today we are talking about energy efficiency, but in reality we are talking about something even more important: how to better manage public funds,” he said.
Moreno emphasized that energy expenditure represents a very significant portion of municipal budgets, especially for street lighting, which can account for up to 40% of local energy consumption. In this regard, he noted that many municipalities have already managed to reduce their consumption by between 50% and 70% thanks to the modernization of their facilities. “For the first time, municipalities can not only save energy, but also obtain a financial return on those savings,” he explained.
For his part, the Minister of the Environment, Universities, Research and Mar Menor, Juan María Vázquez, accompanied by Federico Miralles, Director General of Industry, Energy and Mines, highlighted during the closing ceremony the strategic role of this system for all public administrations, stating that “Energy Saving Certificates are becoming established as an effective tool to reduce consumption, improve efficiency and add value to investments already made.”
He also stressed the importance of public administrations knowing and using this tool:
"The goal is for public administrations to be able to use it to modernize services, save energy and optimize their resources."
The event is also part of the Federation of Municipalities' Continuing Education Plan, which will strengthen this line of work with a specific course on the CAE system in its next edition. The goal is to improve the technical skills of municipal public employees and facilitate the practical application of this mechanism.
The CAE system allows energy savings resulting from efficiency measures to be certified and transformed into certificates with economic value, thus promoting new investments and more efficient management of public resources.
The Federation of Municipalities and the regional government consider this model to be a strategic opportunity to move towards more sustainable, efficient and economically responsible administrations, especially in a context of increasing energy and economic demands.
Opportunities for administrations
During the event, various experts and public officials addressed the Energy Savings Account (EAA) system from a practical perspective. Francisco Espín Sánchez, president of AREMUR, explained how the mechanism works and the opportunities it offers to public administrations, while Armando Antonio Mira Fructuoso, from the Molina de Segura City Council, detailed how to monetize energy savings in the public sector. Juan Antonio Mas Ferrer, Deputy Director General of Industrial, Energy, and Mining Safety, analyzed the current state of the system in the Region of Murcia. The session concluded with a round table discussion moderated by Juan Carlos Brotons Sánchez, in which representatives from the energy sector and public administration participated to share experiences, real-world examples, and key strategies for implementing the system in municipalities.
Synergies between projects
This event is also part of the knowledge transfer within the framework of the European PROMOTER project, in which the FMRM participates. This initiative aims to promote the energy transition at the local level by developing innovative tools and improving the technical capabilities of public administrations. In this context, the CAE system is presented as an instrument aligned with the project's objectives, providing municipalities with new ways to finance energy efficiency measures, optimize their resources, and move towards more sustainable management models.
The Federation of Municipalities of the Region of Murcia has successfully delivered a course on Psychosocial Intervention in Crises, Emergencies, and Disasters , with nearly 30 participants. This represents a significant step forward in training municipal professionals to provide psychosocial support in emergency situations. This training initiative has helped strengthen the preparedness, coordination, and response capacity of local governments in crisis situations, focusing on citizen support and improving operational protocols.
The Federation would like to express its special gratitude for the involvement and professionalism of the speakers, whose experience and knowledge have been crucial to the success of the course, as well as the collaboration of the municipalities of Los Alcázares , Lorca and Murcia , who have actively participated by sharing experiences and good municipal practices in the field of psychosocial intervention.
This initiative reinforces the Federation's commitment to continuous training, improving municipal response to emergencies, and strengthening local public services.

With the same, if not more, enthusiasm than in previous years, we are presenting the Continuing Education Plan for local FMRM employees for 2025.
The training activities included in the new plan aim to address the needs of the various municipal departments, ensuring that every public employee can find courses of interest within their area of work. In an effort to achieve this goal, we have increased the number of enrollments per student to four.
In recent years, we have been striving to consolidate a training space based on online and in-person sessions, without neglecting e-learning, but with a strong push toward returning to classrooms and in-person classes, something that so many students have requested through the more than a thousand satisfaction surveys we collected last year.
At FMRM, we believe in continuous training based on collaborative work, where students find both the subjects they are interested in and students who, like them, are interested in those same subjects, developing synergies and gaining a social and collaborative learning experience.

Bridging the digital divide among vulnerable children is the aim of the Digital Skills for Children (CODI) programme, which is being launched by the Department of Education and Vocational Training together with the municipalities of the Region.
Councillor Víctor Marín met with the president of the Federation of Municipalities of the Region of Murcia, Víctor Manuel López, to present the CODI initiative that will reach around 9.300 minors, and has an investment in the Region of 2,1 million euros, financed with European Next Generation funds from the Recovery, Transformation and Resilience Plan.
The beneficiaries of this programme are children and adolescents between 9 and 17 years old, mainly students from public schools located in vulnerable areas, with high rates of poverty or low-middle income; in small towns and rural areas with less access to the internet and technology, as well as students with disabilities, in foster care or under guardianship, migrants, refugees, etc.
Students will receive a minimum of 30 hours of training outside of school hours, in groups of 20 students, and will receive basic level teaching in digital skills for students aged between 9 and 13, and advanced level teaching for students aged 14 to 17.
The councillor explained that “this initiative allows training in digitalisation to reach a population that has more difficulties in accessing new technologies at an early age, contributing to their social inclusion, improving their academic performance, favouring their personal development, teaching them how to use technology safely and responsibly, and offering opportunities for their future”. For his part, the president of the Federation that brings together the 45 municipalities said that, “the Federation is very aware of the main issue addressed by this project, since currently one of our axes of work is the digitalization of the local public administration to guarantee transparency and co-governance, through quality training of local public employees, and we are doing so with our participation in the AdCap4GoodGov project, an initiative funded by the European Union that addresses this issue”. López Abenza added that, digitalization is today a fundamental right for all citizens, and connecting minors to give them equal opportunities is a priority challenge”.
The programme will be implemented through a decree of direct concession to the 45 municipalities of the Region, depending on the number of students in vulnerable situations likely to participate in the programme, and the municipalities will be responsible for implementing the CODI project in their municipalities.
The Ministry of Social Rights and Agenda 2030 has made available to communities a digital platform that has materials for a maximum of 90 hours of training, both for students and teachers, with content adapted to all ages, videos, a teaching guide, interactive activities and downloadable material.
This programme, which is being implemented nationwide, has a total investment of 50 million euros to train 950.000 children and adolescents.

Two experts from the URBACT National Office visit Murcia to inform the region's town councils about the new funding opportunities in these programme lines
Working hand in hand with citizens is the key to the progress of towns and cities, and the backbone of local public administration. This principle becomes a fundamental tool for carrying out European projects, since the direct participation of society in decision-making in initiatives launched by the European Commission is essential.
The Federation of Municipalities of the Region of Murcia is very clear about its advisory role to the municipalities of the region, and for this reason, it is immersed in the dissemination of the benefits that a city obtains with the implementation of European projects. The last day was held this morning to present the details of two very important programs: URBACT and EUI. And it did so together with the URBART National Point, this organization choosing the Federation as a travel companion for the implementation of this "Info Day" at a national level. To do so, two experts from the URBACT National Point, Isabel González and Lucas Álvarez, have traveled to Murcia to inform about the keys to this type of European financing to the almost 30 registered participants, among whom were councilors and municipal technicians from different municipalities.
According to González, “the region of Murcia is a great example on the national map regarding this type of project, since out of 25 Spanish cities in the 2023 APN call, 4 are in charge of Murcian entities: Murcia, Cartagena, Cieza and Jumilla.”
According to the Secretary General of FMRM, Antonio Moreno, this data "undoubtedly shows the strong commitment of the region's municipalities to initiatives financed by the European Union for the transformation of municipalities into more sustainable and resilient places," he said.
What is URBACT and EUI?
“URBACT is a European learning and exchange programme that promotes sustainable urban development, enabling cities to collaboratively develop solutions to the greatest urban challenges, and reaffirming the key role they play in the face of increasingly complex social changes,” explains the Ministry of Ecological Transition’s website.
On the other hand, EUI projects, the acronym for the European Urban Initiative, offer a wide variety of financing options for urban projects, providing economic support to participating cities. These options are designed to foster innovation and sustainable development in urban areas, promoting creative and effective solutions.
Case Studies
Four municipalities participated in the round table, moderated by Raquel Galarza from Eurovértice, which took up the second part of the day to explain how they develop projects in this line of programmes and their benefits. Murcia, Lorca, Jumilla and Lorquí shared their experiences, with citizen participation and the exchange of knowledge as a common denominator.
These municipalities were represented by the technicians responsible for the projects, except for Murcia, which was represented by councillor Mercedes Bernabé, who explained the city's strategy and the projects that the city council is carrying out, which are changing the municipality.
Lorca municipal technicians, Enrique Berruezo and Pedro Sánchez, have spoken about NatUR-W, a project for urban regeneration based on nature through water.
Jumilla has presented its project called Breaking Isolation, which focuses on finding a solution to a socioeconomic need detected in the city: social isolation.
Finally, Luis Bernardeau, a civil engineer from the Lorquí City Council, talked about the experience of this municipality in the EUI line, and stressed the importance of incorporating small municipalities, “the other Europe”, as he called it, which refers to the group of municipalities with fewer inhabitants that are also able to access European funding and completely change the course of their cities.
The day was concluded with the words of Manuel Pato, Director of European Projects of the Federation of Municipalities, who said that “the Federation has a great commitment and a great challenge, which is to bring the 45 municipalities of the region closer to Europe, because without it, there are no real opportunities to improve the quality of life of citizens.”
